Lancaster County Vacant Property Reinvestment Board
The Lancaster County Vacant Property Reinvestment Board (VPRB) works to strengthen neighborhoods across Lancaster County by identifying and addressing blighted and abandoned properties. Created under County Ordinance No. 56, the program connects municipalities, property owners, and county resources to bring neglected properties back to productive use.
How it works
Municipalities can refer blighted or abandoned properties through our online Municipal Referral Form. Once a property is submitted, VPRB staff reach out to the owner with a clear outline of what's needed to resolve the issue and exit the program.
Our goal is remediation, not acquisition. Property owners are always encouraged to address blight conditions on their own terms. If a property owner takes no action, however, the County and Municipal Planning Commissions may issue a formal blight determination — which can ultimately lead to eminent domain proceedings by the Lancaster County Redevelopment Authority.
Report a problem property
Residents can use the Citizen Property Reporting Center to flag properties showing signs of deterioration or abandonment. While the Redevelopment Authority cannot independently enforce code or blight conditions, we will pass your report along to local municipal officials and connect them with available remediation tools — an important first step toward improving conditions in your neighborhood.

The Vacant Property Reporting Tool allows Lancaster County residents to submit properties exhibiting signs of deterioration or abandonment for review by Redevelopment Authority Staff. If you provide an email address with your request, staff will provide periodic updates on the submission, up until its status is marked “complete.”
