FY 2026 HUD Continuum of Care (CoC) Local Competition

HUD released the FY 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) on June 1, 2026 (PDF Resource)

On July 2, 2026, PA-510 Lancaster City and County Continuum of Care is announcing the local competition. The application and other related materials will be open on July 9th following the Information webinar.


What is a NOFO (Notice of Funding Opportunity)?

1. NOFO Summary
The Continuum of Care (CoC) Program is a national competition between geographic areas designed to:

  • promote a community-wide commitment to the goal of ending homelessness; 
  • provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)], and local governments to quickly rehouse homeless individuals and families, persons experiencing trauma or a lack of safety related to, or fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and homeless youth while minimizing the trauma and dislocation caused by homelessness;
  • promote access to, and effective utilization of, mainstream programs and programs funded with State or local resources; and
  • optimize self-sufficiency among homeless individuals and families.

Organizations applying for HUD CoC funding for the first time are strongly encouraged to explore this opportunity.

If your organization is committed to serving individuals and families experiencing homelessness, CoC funding can help you:

  • Expand your services and community impact
  • Become part of Lancaster County's coordinated homeless response system
  • Build new partnerships with organizations working to prevent and end homelessness

Faith-Based Organizations Welcome

Faith-based organizations are strongly encouraged to participate in the local competition.

HUD welcomes faith-based organizations to compete for funding on the same basis as all other eligible applicants, recognizing the important role they play in serving individuals and families experiencing homelessness.

Please note that, as of July 2, 2026, HUD has not yet opened the FY 2026 CoC Competition in e-SNAPS or released project application instructions. The webinar will focus on the information currently available and the local competition process. Additional training, including project specific technical assistance and office hours, will be offered as HUD releases additional guidance.

August 10, 2026 The CoC Steering Committee reviews scoring and rankings and votes on project inclusion, exclusion, and placement on the Priority Listing.
August 11, 2026 15-day Notice to Applicants via email regarding project application status.
August 24, 2026

5:00 PM

CoC Consolidated Application and Project Priority Listing posted publicly on the CoC website.
August 26, 2026 Lancaster County CoC submits the Consolidated Application, including all Project Applications and the Project Priority Listing, to HUD through e-snaps.
