RFQ Whole Home Performance Project Contractors

The Redevelopment Authority of the County of Lancaster is seeking qualifications from experienced general contractors to establish and maintain a pre-qualified pool for Whole Home Performance projects. Projects may combine federal, state, local, utility, and other funds to address a home’s health, safety, durability, accessibility, and energy-efficiency needs through one coordinated construction scope. Work will occur in occupied homes, including pre-1978 housing.

Energy Auditor RFP - Whole Home Performance Comprehensive Site Evaluation

The Redevelopment Authority of the County of Lancaster is seeking proposals from experienced and qualified vendors with the capability to perform whole-home Comprehensive Site Evaluations (CSE) for a first-of-its-kind county-wide Whole Home Performance (WHP) Program Initiative. The Program is designed to combine funding from multiple federal, state, local, utility, and other sources in a single project to address a home’s health, safety, and energy efficiency needs. Prince Street Project Social Services RFP

The Coalition is issuing this Request for Proposals (RFP) to identify qualified, mission-aligned social service providers interested in operating on-site at the facility. The Center anticipates significant community demand, serving a high volume of individuals and families. The mission of the first-floor center is to welcome neighbors in their time of need and offer support and programming to move from hardship and housing insecurity into a place of hope and transformation.

RFP Conoy Township Property

The Redevelopment Authority of Lancaster County (“Redevelopment Authority”) has acquired the property located at 191 Falmouth Road, Conoy Township, Pennsylvania and is soliciting proposals from qualified contractors to perform the following:

• Purchase the property (The Redevelopment Authority will enter into a Developer Agreement)
• Complete demolition of the existing residential structure and site restoration.
• Construct a new single-family residence within the existing lot as per Conoy Township zoning and applicable local, state, and national building codes

Responding contractors are encouraged to contract with local firms/subcontractors, in all aspects of their procurement of goods and services.

Deadline August 28, 2026

The Redevelopment Authority intends to evaluate each RFP independently and reserves the right to proceed with one, both or neither project options.
