The Home Repair Program provides qualifying low- and moderate-income homeowners with access to critical home repairs — no upfront costs, no monthly payments.

Eligible Repairs

We help homeowners address a wide range of critical home repair needs, including:

• Plumbing — Repair, replace, or modernize
• Heating & Cooling (HVAC) — Modification, replacement, efficiency upgrades
• Windows — Address security concerns, reduce hazards
• Doors — Improve accessibility, reduce hazards

Eligibility for repairs is determined by qualified technical staff, who evaluate factors such as the age and condition of your home to determine whether additional programs or funding sources may help reduce the overall loan amount.

Participation Requirements

To participate, you'll generally need to meet requirements such as:

• Home must be located in Lancaster County, outside of city limits
• Applicants must meet income and program requirement guidelines
• Home must be your primary residence
• Valid homeowners insurance
• You must have lived in and owned your home for a minimum of 2 years, with established equity in the property
• Up-to-date mortgage (if applicable) and property tax payments

How the Loan Process Works

A deferred loan from the Lancaster County Redevelopment Authority comes with:

• 0% interest rate
• No monthly payments*

The loan is repaid when the home is sold, transferred, or refinanced. A mortgage or lien may be placed on the property to secure the loan. Program staff can walk you through the full terms.

Homeowner Assistance Program

The homeowner assistance program has been established to assist income-qualified homeowner occupants in Lancaster County make improvements to their properties that have been required by their municipalities. These improvements include; sidewalk and curb improvements or installation, installation of sewer laterals, and installation of water lines. This assistance is available in municipalities that have a current Memorandum of Understanding with the Redevelopment Authority. This currently includes; Elizabethtown Borough, Mount Joy Borough, Manheim Borough, and East Petersburg Borough, East Earl Township.
