HUD is transitioning Housing Choice Voucher inspections from Housing Quality Standards (HQS) to the National Standards for the Physical Inspection of Real Estate (NSPIRE). The new inspection model places a stronger emphasis on resident health, safety, and functional housing conditions.
Instead of primarily evaluating whether a unit meets minimum housing standards, NSPIRE focuses on whether the home is safe, healthy, and functional for residents.
Landlords remain responsible for ensuring units meet HUD inspection requirements before move-in and throughout tenancy. Performing routine maintenance can help prevent failed inspections and minimize delays in housing assistance payments.
NSPIRE shifts the focus from cosmetic issues to the conditions that matter most to residents—safe housing, functional building systems, and healthier living environments. The goal is to create a more consistent inspection process while improving housing quality across all HUD-assisted programs.
HUD provides training materials, inspection standards, checklists, and educational videos to help landlords prepare for NSPIRE inspections.
