Lancaster County Vacant Property Reinvestment Board

Established through Lancaster County Ordinance No. 56, the Lancaster County Vacant Property Reinvestment Board (VPRB) creates and maintains high-quality neighborhoods throughout Lancaster County through blight identification and remediation. To initiate a VPRB property referral, Lancaster County municipalities submit blighted, abandoned properties through our online “Municipal Referral Form,” and VPRB staff notify property owners of the steps necessary to remove their property from the program. The purpose of the VPRB is not to acquire property. Instead, property owners are encouraged to remediate the conditions of blight present at their property themselves. If property owners choose not to act, then the property will eventually receive a formal “blight determination” by the County and Municipal Planning Commissions, potentially leading to the initiation of eminent domain proceedings by the Lancaster County Redevelopment Authority.
