On November 13th, the U.S. Department of Housing and Urban Development (HUD) released the FY 2025 Continuum of Care (CoC) Program Competition and Youth Homelessness Demonstration Program (YHDP) Grants NOFO.
As required by HUD, the Lancaster County and City CoC will conduct a local competition to determine which projects will be included in the Consolidated Application and how they will be ranked. All applicants seeking CoC program funding must participate in this process. Deadline for local CoCs to submit their Consolidated Application and Priority Listing to HUD is January 14 at 8:00 PM EST.

2025 Local Competition
On November 25, 2025, the PA-510 CoC initiated a local competition for new and renewal project funding. All agencies are encouraged to submit ideas for Local Interest NEW Projects related to:
- Transitional Housing
- Supportive Services Only
- Supportive Services Only - Street Outreach
Idea submissions for Local Interest NEW Projects are due Friday, December 5, 2025, by 12:00 PM. New projects ideas must have a minimum budget of $50,000.
