About the Redevelopment Authority
Chartered by the Commonwealth of Pennsylvania and established in 1974, the Redevelopment Authority of the County of Lancaster works independently of the government of Lancaster County to promote community and economic development through the redevelopment of underutilized properties and development of new, and support of existing, affordable housing. The Lancaster County Redevelopment Authority is focused on planning and developing balanced mixed-use communities through the provision of funding and resources to create thriving, well-served neighborhoods, boroughs, and municipalities.
The Redevelopment Authority has administered various U.S. Department of Housing and Urban Development (HUD) Entitlement Programs over the past forty (40) plus years on behalf of the County of Lancaster. This includes the Community Development Block Grant (CDBG) program, the HOME Investment Partnership (HOME) program and the Emergency Solutions Grant (ESG) program. These entitlements provide funding to the community for affordable housing construction, preservation and rehabilitation, public infrastructure and facilities, and homelessness services.
As a channel for bond financing, the Redevelopment Authority has financed the preservation of affordable housing units through Multi-Family Bond issuances. The Redevelopment Authority has also issued 501(c)3 new construction bond financing for the construction of new affordable housing. The Redevelopment Authority serves as a qualified agency for state grant programs for community development, commercial, industrial, and residential projects, including the Industrial Sites Reuse Program, the Redevelopment Assistance Capital Program, and the PA Housing Affordability Fund - PHARE Program.
