UPDATE: DECEMBER 23, 2025

Friday, December 19, 2025, HUD re-issued the FY2025 CoC NOFO outside of regular business hours.

HUD has communicated that this NOFO is currently blocked under a preliminary injunction issued during the 12/19 court hearing. HUD will not implement or enforce this NOFO unless and until further guidance is provided by the court.

Please review the Homebase resource for a summary of key changes for an overview of what is contained in this NOFO, including two significant changes highlighted here:

  • While Tier I is still 30% of Annual Renewal Demand (ARD), the 30% cap on Permanent Housing is now a 30% cap on renewal Permanent Housing only. The CoC may apply for new permanent housing projects for households with a disability in an extended track of this NOFO.
  • This NOFO establishes two deadlines for submitting applications to HUD.
    • The Normal Track deadline is 01/28/2026 for the CoC Application with $2,655,600,000 available funding for Permanent Housing renewal projects and new Transitional Housing and Supportive Services Only projects, with an estimated award date of 03/31/26.
    • The Extended Track deadline is 02/25/2026 for $1,262,400,000 available funding for new Permanent Housing projects for individuals and families with a disability, with an estimated award date of 04/28/26.

What does this mean for our CoC?

  • The judge has instructed the involved parties to confer about the revised NOFO. If the plaintiffs remain unsatisfied that their concerns have been addressed, the injunction may remain in effect.
  • We anticipate more clarity in the coming days, following the judge's written order and continued discussions among the parties.
  • For local competitions- HUD has removed the prior requirement that local applications be submitted 30 days before the federal deadline. There are still up to 2 points available for notifying applicants at least 15 days before the federal deadline of their inclusion in the priority listing, which would be January 13, 2026. This means that even if this NOFO moves forward, we will still have time early next week to re-open local competitions, if needed.

Until we know more, the local competition remains on HOLD. We will continue to keep you updated when this changes. During this time, we are continuing our preparation phase of this vital work.
