Lancaster County – Whole Home Repairs Program

Lancaster County received funds from the Pennsylvania Department of Community and Economic Development to administer the COVID-19 ARPA Whole-Home Repairs Program, commonly known as Whole Home Repair.

The Whole Home Repair program can assist homeowners throughout Lancaster County, including Lancaster City residents, in addressing livability concerns and code violations, providing modifications for residents with disabilities, and taking steps to improve water and energy efficiency in the home.

Eligible homeowner applicants can receive assistance of up to $25,000 as a grant. Applicants must meet income eligibility criteria and complete the application process in order to qualify for the funding. More information on the program is available at www.lchra.com/whrp.

This program is sponsored by the Pennsylvania Department of Community and Economic Development (DCED) using funds from the American Rescue Plan Act (ARPA).

In collaboration with the Berks Coalition to End Homelessness and the York County Coalition on Homelessness, the Lancaster County Homelessness Coalition was awarded $990,057 as part of $51.1 million in Youth Homelessness Systems Improvement Grants (YHSI) to 38 communities across 26 states nationwide. Berks County will act as the administrator for the award while the Office for the Lancaster County Homelessness Coalition, as part of the Lancaster County Redevelopment Authority’s Human Services department, will oversee the Youth initiatives and collaboration including hiring a Youth Program Coordinator for the three-county region. Representatives from the tri-county area believe that the opportunity afforded by the YHSI grant for Berks, Lancaster, and York counties to work together to improve the youth homelessness response system is a valuable one. The funding received will strengthen each county’s coalition with a youth voice and perspective, create system mapping and racial and gender equity survey to identify gaps/barriers and develop new resources and connections for youth.

Elise McCauley, Assistant Director of the Berks Coalition to End Homelessness states that, ” The Youth Homelessness Systems Improvement (YHSI) grant is a critical investment for Berks County. Our current youth homelessness response system is limited, and we know there are many young people in need who aren’t being served. This grant will allow us to finally understand the true scope of the problem by gathering much needed data. With that information, we can develop actionable plans to bridge the gaps and create a truly effective response system for our most vulnerable youth.”

The financial support afforded by the YHSI grant will strengthen the youth homelessness response systems across the tri-county area. Kelly Blechertas, Program Coordinator at the York County Coalition on Homelessness expressed enthusiasm for the opportunity, “As part of a regional grant collaboration with our partners Berks and Lancaster Counties, we are excited to have the opportunity to broaden the scope of our youth systems building, to ensure those youth who are moving between communities can still access the important resources they need. YHSI provides a unique opportunity within federal housing assistance to partner across communities, and we are excited to show the impactful growth that can come from allowing these types of collaborations.”

The YHSI grant program’s focus is on making systemic changes to improve or create response systems for youth at risk of or experiencing homelessness but does not provide funding for direct services or housing for homeless youth. The goal of this tri-county initiative is to address youth homelessness by incorporating the voice of youth with lived experience, mapping of the youth services system across the three counties, and performing a racial and equity analysis of the three counties, strengthening each county’s youth action board.

In observance of Memorial Day to honor those who served our nation, the offices of the Lancaster County Housing and Redevelopment Authority will be closed on Monday, May 27. Regular hours and availability of staff will resume at 7:30 am on Tuesday, May 28.

The offices of the Lancaster County Housing and Redevelopment Authorities will be closed on Friday, January 19th due to forecasted hazardous winter weather conditions. Offices will reopen for in-person assistance on Monday, January 22nd at 7:30 AM.

This is to give notice that Lancaster County under Part 58 has determined that the following proposed action under Community Development Block Grant (CDBG) Program is located in the 100-year floodplain and wetlands, and Lancaster County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetlands and the potential impacts on the floodplain and wetlands from the proposed action, as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. Manheim Borough is requesting the use of CDBG funding for an infrastructure project for pedestrian improvements that will provide safe access for borough residents to areas of Penn Township. The work will include installing new sidewalks, curb, curb ramps for improved accessibility and will include resurfacing the sidewalk on the High Street bridge. The proposed project is located at the south side of East High Street in Manheim, Lancaster County.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.

INFRASTRUCTURE PROJECT
MANHEIM BORUGH PEDESTRIAN IMPROVEMENTS
Manheim Borough has identified the lack of pedestrian connectivity between Penn Township and the Borough along East High Street to Doe Run Road as an issue of safety concerns. The absence of pedestrian walkways and an ADA accessible route for residents to walk from Manheim Borough to Penn Township results in residents using the roadway shoulder or grass areas for travel and provides no access for residence with mobility disabilities.
This project would include the installation of new curbs, sidewalk, and curb ramps on the southside of East High Street to increase pedestrian safety between Manheim Borough and Penn Township. Also, the existing sidewalk on the East High Street bridge will be resurfaced to restore an adequate walking route. The project is located in a floodplain in the Manheim Borough.

Lancaster County Housing Authority, Pennsylvania, plans to accept online applications for Housing Choice Voucher (Section 8) Housing starting on October 2, 2023, at 7:30 am ET and ending on October 5, 2023, at 4:30 pm ET. During the application period, you can access the online application at waitlistcheck.com/PA835 and enter an application at any time of day or night. We will accept only a single application from any one household, so submitting multiple applications will not increase your chances of receiving housing assistance. Only the first application submitted per household will be considered.  Please note that you will be required to create an account and have a valid Gmail address in order to submit an application. A link to create a free Gmail account will be included on the website for your convenience.

Five Hundred (500) applications for inclusion on the waiting list are being selected randomly, by lottery.  The day and time an application is submitted during the application period will have no effect on whether the application is selected in the lottery and will not determine whether an applicant will receive an offer of housing from this agency. Anyone who submits an application during the application period will have an equal opportunity to be placed on the waiting list.

Applicants selected in the lottery are not guaranteed eligibility for housing. Being selected by the lottery only means that the selected applications will be placed on the waiting list. Once on the waiting list, you may receive an offer of a voucher, but only if you are eligible for subsidized housing under Federal law and only when vouchers become available through this agency.

If an application is not selected in the lottery, it will not be placed on any current or future waiting list. The only opportunity for inclusion on a future waiting list for a Housing Choice Voucher with our agency will be to reapply when the waiting list is re-opened again.

Anyone interested in applying that does not have access to a computer and the online application is encouraged to apply at your local library (Library System of Lancaster County) or the following locations:  Brightside Opportunities Center, The Factory Ministries, Tenfold, Good Samaritan Services, or CrossNet Ministries.
