Fiscal Year 2021-2022 Multi-Family Rental Housing Letter of Intent

The Redevelopment Authority of the County of Lancaster and the Department of Community Planning and Economic Development of the City of Lancaster (County and City) are now accepting letter of intent responses for the joint Fiscal Year 2021-2022 Multi-Family Rental Housing funding process.

Letter of Intent responses will not be distributed or used outside of the County authority or City department referenced above and will be used to inform funding programs administered by the City and County Authority. CDBG, HOME and HOME-ARP programs are not intended to be the primary source of financing for a project.  They are a secondary source of funds to be used in conjunction with any number of other sources, such as, owner equity, Tax Exempt Multifamily Bonds, local lending institutions, the Pennsylvania Housing Finance Agency, the Pennsylvania Department of Community and Economic Development, the Federal Home Loan Bank Board, and the Federal Low Income Housing Tax Credit Program. The combination of these sources will ensure that each project provides the greatest possible leverage of HUD funds.

Please note, this process is separate from the City and County’s general American Rescue Plan Act funding allocation and will not influence the public participation process for general ARPA decisions.

The Letter of intent process will be followed by a Request for Proposals.
